You write code which then do something like a program, and infact, php is a program in it shelf
Or actually, you send commands to a program so your really not doing any of those options...
On the other hand, you give the server a set of instructions to work on, which makes you a programmer. I can go on for ever, dont worry, i wont!
The point is, both are wrong and right to use.
