Mods can make or break a game. People are still buying halflife and battlefiel1942 for the mods. As far as cheating goes A cheat gives you an unfair advantage over the other players. A mod ads new thing to the game while keeping everyone on the same level. So I would have to say this is a mod not a cheat.
Mods are the way all games are going so if you don't like them then you should start playing XBox, PS2 or Gamecube.
