The problem is not the school food directly but indirectly. there are too many sanctions on making school food nutritious but none for making it taste good. where i work the school food meets all the standards for nutrition but the only students that eat it eat half of it and toss the rest, then once they have a ride to the nearest fast food place they buy from there instead. or if there are vending machines they will get something from one of those.
Another issue is allowing the lil $hits eat while in class, there are far too many teachers that allow them to snack while in class. this allows them to snack on whatever comes in a sealed bag a vending machine can spew out for 8 hours. between each class the kid stops at the machine and gets another bag of crap and proceeds to the next class.
The easiest way to fix school food to make it a factor is make that crap they call food taste as good or better than the local McD's and NO snack machines at all at the school. when i went to school we had 1 option for snack food, and only 3 times. that was from the one vendor during the 2 15 minute breaks and lunchtime. if the bell rang while you were in line... SOL.
School lunches are not the issue, its the availability of junk food that is.
