The problem with a power down is that the power to the harddrives is turned off which can cause problems, modern computers tend to solve this if you hold the powerbutton for a certain time. Which old computers did not, hence why the need for a reset button was prominent as the reset still put power to the drives. A reset button is still better then to hold the power down button for a certain time as it usually fragmentate the drives like cracy and can cause hardware problems.

Older computer harddrives had to be locked before you picked the computer up which was the case with the "portable" Siemens PG plc programming unit. (I use " around protable as it was a 20 kg blob, with 10" BW screen)
