Scope Zoom is a cheat that will increase any scope magnification up to 1000x.
NoRecoil eliminates weapon recoil so that you don't have to realign your sights.
AutoElevation automatically adjusts the scope elevation for distance.
He could be using any one or all of these, but without anything in the way of proof, your accuasation is not supported, however, I'm always suspicious of players that get over 1000 hit points in any game.
