i think your having one of two problems (least that i can think of at the moment...)
1. your using the wrong spawn type for the map
2. you have the two items (the spawn and the concrete slab) at two different Z hights
i guess both of these only work if (and i assumed) your using the very center of the map as where this is happening...
some more information would be help to understand whats goin on, and thus fix it.
