It is correct to do so as he put his own life in the line to save one, if something would have been done in the wrong way the rescue personell would have two people to rescue instead of one, this is why hes arrasted and it was the right call as rescue (police) was on the scene. The fact that he did do it the right way doesn't matter as he still endangered himself making it harder for the profeccionals.
