Really easy way of doing that. Several ways. First way would take maybe 5 changes and then just repeating the frames with different times.
Make a new layer copying the laser/eye. Blur it at different settings out towards the edges of the boarder. Place it over the laser/eye you started with and lower the opacity. Make that change about 5 times in sequence getting larger towards the edges. Put them in an animation repeating them in reverse to go back in.
I don't use Image Ready so I can't tell you what to click on. I hate Adobe products =)
