This is a serious question, btw.

There is no formal protocol for addressing former presidents (or is there for POTUS himself), however it is common practice to refer to former presidents as Mr. President, I suspect that Bill will be referred to in that way...

If the need for a title to define him as the spouse of the current president arrises, i suspect it will be President Consort or First Consort. But if they appeared at a function I think theyll be introduced as

"The President of the United States Hillary Clinton; and President Clinton"

na i think it be more like presidents Hillary Clinton and her Husband Bill Clinton or Expresidents Bill Clinton.

who know we have to wait and see.
