Hidden menu - Comanche Gold -> DF?

Was this menu created by that guy named 'Death_Wish_Decker' or is this some kind of secret menu? If that's the case, I thought I'd bring the discussion here, as every Novalogic game carries parts of previous games.

He also mentions:
Is there a possibility that this resolution was implemented but not used in DF1/2?

was that person was creating a cheat menu since in the small window it states: "universal trainer"?
