You have to tell the BH to follow WP Z.

New Action -> Action Type: Change AI, Group (or Single) -> Action Subtype: Use Waypoint Z.

Alternatively, in the BH's Item Attributes, change the AI Textfile to one that defaults to following WP Z.

I like the one for MP the best. It follows WP Z, defaults to 40 kph (not too fast, not too slow), but most importantly, does not have a combat speed setting.

Most helicopter AI Textfiles react to being shot at and go to combat speed. The MP WP Z AI Textfile does not react to incoming fire, negating the need for actions to change combat speed, and making it more stable in flight and hovering. I can't tell you how many times I've set up events for a helicopter that failed because it twitched out of an area trigger.
