The best and cheapest for me has always been the space I get from my ISP. Most of us pay for access right? Well a good number of those ISP offer space for whatever you want to use it for (providing its legal). If they dont ask why not. If they say FU then go to another ISP. I have loads of graphics and stuff I link to in there and it has full FTP access and one or two web pages too!

here's a challenege for you, find me a free host that has PHP and mySQL support! Those are VERY hard to find, brinkster supports asp but i am yet to find a free host that supports php!

That coolfreepages is a good hosting site ..... Your good but can you find a Forum that i can use and not an online one...
