Well you could ban the IP range and then put a message that if they had been banned by accident they could email the admin.

then he could email and say it was a mistake, just let him keep creating accounts so it looks like more people have created accounts on the site lol

Yeah but the IP range shouldn't get that many hits. I wonder what they restrict it to.
