PHP->HTML or HTML->PHP

Hi,

I was just wondering how do most people start out with their site?

a. HTML and then add PHP

OR

b. Use PHP to create HTML?

For a brand new site, I would start by brainstorming how I want my site to look and show information. So I would probably start with html, then do the php.
