Probably just your firewall, router or anti-virus software blocking it. You need to make sure port 17478 is open in your router and forwarded to your local computer. You can look up easy instructions for your router online by Googling with your routers model number "D-Link DIR-655 Port Forward Instructions" etc. There are many good guides with photos to help guide you. This is almost always a firewall issue.
