you can edit stock Nova maps but I wouldn't edit other peoples maps and then reupload them. you could make people pretty upset doing that. including me....
I'm not speaking for other mappers on this site but from me personally, you can edit my maps for your own personal use but DO NOT re-upload any of my maps to this or any other site nor claim them as your own.
