Seriously? WTF. Who in their right mind would even think of crap like this. Maybe if the larger populations of black citizens were not involved in gangs and drugs there would be more black children. Instead they get their damn kids involved and they end up dead before college.

sigh... I'm so tired of all these stupid bills being proposed in this country (I guess were not the only ones anymore either). I think the US should institute a new Corporal Punishment policy for people that write stupid bat **** ****ing crazy bills and even attempt to get them passed.
